The issuance of authorizations is governed by the Code of Colorado Regulations (Rule) under section 4.00, including the subsections.
SETA (Special Education Temporary Authorization)
The applicant for a Special Education Temporary Authorization (SETA) has not yet met the requirements for a Colorado Teacher License in special education, a Special Services Provider License or an Administrator License as a Special Education Director, but provides evidence of initial or continuing enrollment in a program which meets the requirements for that endorsement/license. The Special Education Temporary Authorization (SETA) will be issued for one (1) school year and may be renewed twice for a total of three school years. (Rule 4.13*)
Requirements: Must be enrolled in an accepted higher education preparation program leading to a bachelor's degree or higher. Verification forms for SEE or TTE must be completed by the employing school district and must be submitted with the SETA application. Final approval by the Exceptional Student Services Unit is required prior to issuance.

TEI (Temporary Education Interpreter) Authorization
The applicant for a Temporary Educational Interpreter (TEI) authorization has not yet met the requirements for the Education Interpreter Authorization but provides documented evidence of continuing progress towards becoming fully qualified for the authorization as an Educational Interpreter. The Temporary Educational Interpreter authorization (TEI) will be issued for one school year and may be renewed twice for a total of three school years.
Requirements: Must hold an associate's degree or higher, provide documentation of minimum skills on the EIPA (Educational Interpreter Performance Assessment) written and performance test. Verification forms for the TEI must be completed by the employing school district and must be submitted with the TEI application. Final approval by the Exceptional Student Services Unit is required prior to issuance.

Junior Reserve Officer Training Corps (JROTC) Authorization
A JROTC instructor authorization shall be valid for five years from date of issuance, and may be issued to an applicant who provides documented evidence of JROTC certification based upon successful acquisition of service-specific JROTC Program Director certification, and/or completion of service-specific JROTC program preparation requirements, which include, but are not limited to, completion of a service-specific JROTC certification training program. (Rule 4.15*)
Requirements: Documented evidence to support completion of a JROTC certification training program.
Adult Basic Education Authorization (Formerly the LIA)
An Adult Basic Education authorization shall be valid for five years from the date of issuance, and may be issued to an applicant who has an associate degree or higher and provides documented evidence of adult basic education instruction training and experience, based upon successful completion of adult basic education authorization requirements. (Rule 4.16*)
Requirements: Must hold an associate's degree or higher, successful completion of a literacy instruction training program, and provide documented evidence showing completion of a literacy instruction training and/or experience.

School Speech-Language Pathology Assistant Authorization
The School Speech-Language Pathology Assistant (SLP-A) serves as a member of an educational team, and is authorized to perform tasks prescribed, directed, and supervised by a certified Speech-Language Pathologist (SLP), in implementing services for children/students with speech, language, cognitive, voice, oral-muscular, augmentative/alternative communication disorders, and hearing impairments. A School Speech-Language Pathology Assistant authorization is valid for five years. The Department may renew the authorization for succeeding five-year periods upon presentation of documented evidence of completion of content-related renewal requirements which includes 50 contact hours of continuing education. (Rule 4.11*)
Requirements: Must hold a bachelor's degree in speech communications, speech-language pathology, or communication disorders-speech sciences, or hold a bachelor's degree in any other field with 24 credits in speech language hearing sciences. Completion of a school speech-language pathology assistant program or equivalent that meets or exceeds recommended guidelines by a national association of speech-language hearing professionals through one of the following Colorado Colleges/Universities: Metropolitan State College, University of Colorado-Boulder, or University of Northern Colorado. Completion of a minimum of 100 clock-hours of a school based practicum under the supervision of an ASHA nationally certified SLP.

Intern Authorization
The Department of Education may issue an intern authorization to an applicant who holds at least a bachelor's degree from an accepted institution of higher education and who is enrolled in an approved program of preparation for a special services provider that requires completion of an internship. A person employed under an intern authorization shall work under the supervision of a person who holds a professional special services provider license. (Rule 4.02*)
Requirements: Must hold a bachelor's degree or higher, be enrolled in an approved program for special service provider preparation, and be serving under the supervision of a licensed professional special service provider.
Adjunct Authorization
An adjunct instructor is a specialist or expert in a content area not available through regular or alternative teacher preparation in an endorsable content area, and who is without formal training. The purpose of adjunct instruction is to provide students with highly specialized academic enrichment, outside of, and supportive of required content areas. (Rule 4.01*)
Requirements: Must be requested by an employing school district, and hold a bachelor's degree or higher, or have been employed for five years in the area of specialization.
Educational Interpreter Authorization
An Educational Interpreter authorization shall be valid for five years from the date of issuance, and may be issued to an applicant who has an associate's degree in educational interpreting, or in a related educational field, and shall provide documented evidence of successful performance on professional skill assessments. (Rule 4.14*)
Requirements: Must hold an associate's degree or higher in educational interpreting or in a related field. Sign Language Interpreters must also have a passing score of 3.5 or higher on the EIPA (Educational Interpreter Performance Assessment) written and performance test. Oral Interpreters must also have a satisfactory performance on a state or national assessment of oral interpreting skills. Cued Speech Transliterators must also have satisfactory performance on a state or national assessment of transliterating skills.

Emergency Authorization
The applicant for an Emergency Authorization has not yet met the requirements for a Colorado Initial Educator License, but provides evidence of enrollment in a program that will meet the requirements for that Initial License. (Rule 4.03*)
Requirements: A Colorado school district must request the emergency authorization in order to employ a non-licensed teacher, principal, administrator, or special services provider. The school district must provide documented evidence of a demonstrated need for specific and essential educational services for students, which can be provided by the applicant, and which would, otherwise, be unavailable, due to a shortage of licensed educators with appropriate endorsements. The emergency authorization must be presented to the State Board of Education for approval.
